11. Summary of the new findings of the dissertation

* As for theoretical side:

- A literature review has been conducted regarding the development of leadership capability of public sector officers and a public sector leadership capability framework; lessons of public sector leadership have been drawn from outstanding leaders of the world and Vietnam, at the same time contributing to the theories of provincial leadership capability development in Vietnam in the body of international literature of public sector leadership capability.

- A quantitative tool has been developed - a system analytical framework to measure leadership capability in a province.

* At the practical level:

- Having evaluated the actual leadership capability of public sector officers of a province (Ha Nam province) in Vietnam and the local leadership capability model for the public sector in the province;

- Having given a set of solutions for enhancing the leadership capability of the public sector officers of a province.

- Having developed 3 capability frameworks for 3 positions: leaders at Department level, leaders at District level and leaders at Division level at Ha Nam province. The capability framework is developed on the basis of consolidating the survey results, in combination with in-depth interview results in order to ensure the reliability of the data collected.



12. Applicability in practice: (if any)

- The above capability frameworks have been used for designing questionnaires in the survey of current capability of officers at Department level, District level and Division level at Ha Nam province, thus defining the gap between the expected capability and the actual capability and laying the foundation for the solutions to enhance the leadership capability of Ha Nam province officers.


13.The next research orientation:


The analytical framework of this study can be further expanded into other provinces in Vietnam as well as to all leadership and management positions in the province.
