Today, urbanization is one of the most critical issues of Hanoi, which should be concerned more. Urbanization embeds with urban management problems. This issue was mentioned by Dr. Mai Thi Thanh Xuan in the report and received agreements among audiences.

Urbanization also associated with attracting foreign investment (FDI) and economic restructuring of the capital. During the presentations, Assoc.Prof.Dr. Phung Xuan Nha and Assoc.Prof.Dr. Nguyen Xuan Thien assert: “ODA and FDI has an important role for socio-economic development of Vietnam in general and Hanoi in particular. Owning one of these capitals is important, when the two types are exploited in combination, the power is even greater”. Participants agreed with Prof. Nha and Prof. Thien that, "Hanoi needs to have long-term vision of building orientation and use the capital to attract foreign investment in the locality. There should be an overall planning for foreign investment activities in Hanoi; clear mechanisms and policies on incentives for foreign investors; facilitate foreign investment sector for deeper involvement in socio-economic development of Hanoi…”

Besides, Dr. Hoang Dinh Phi’s presentation stressed that increasing investment to develop high technology needs special attention to select friendly technology accelerate the process of Hanoi’s economic restructuring.

3. Sustainable development for service sector:

Assoc.Prof.Dr. Nguyen Hong Son discusses with scientists at the conference.

In economic restructuring process of Hanoi, developing service sector is in concern. In his paper, Prof. Son has stressed, "Service of Hanoi’s economy should be associated with the services of the entire economy. Hanoi needed to develop five important connections with the outside. They are connections in terms of information, traffic, knowledge, culture, and finance. Each connection requires the development of the respective service sector. Accordingly, four services should be set in priority are air services, education services, financial-banking service and tourism services.

Regarding the development of specific service sectors, in his report “Ha Noi tourism: towards sustainable development”, Prof. Ha Van Hoi believed that tourism of Hanoi has particularly important position in national and regional levels; its competitiveness is also gradually improving. Therefore, adjusting tourism development to ensure sustainable economic, ecological, social and cultural environment is a strategic and long-term task of Hanoi”.

Issues of service development in general and the specific service sector in particular through the presentation of Assoc.Prof.Dr. Nguyen Hong Son, Assoc.Prof.Dr. Ha Van Hoi and Dr. Pham Quoc Su have “heating up” the atmosphere in the discussion. Representatives of Hanoi People Committee and Central Government, as Hanoi Institute of Economic Development, the Central Economic Committee highly agreed with the recommendations in order to develop sustainable services in the process of Hanoi’s economic development.

 4.  Socio-cultural issues

Migration is also discussed ebulliently. The report of the Dr. Pham Thi Hong Diep and Dr. Dinh Van Thong has provided a comprehensive picture of the labor mobility, resident movement of Hanoi in recent time. After discussing, the scientists agreed to approach the migration problem in Hanoi under interdisciplinary and comprehensive aspect, not only paying attention to the administrative management solutions but also need to use economic leverage and other the social and cultural solutions efficiently.

One of the concerned issues is human resources development of the capital. Dr. Son and Dr. Dzung emphasized that attention should be paid to develop and employ talented, high quality human resources.

Besides, the problem of "ensuring the harmony between economic growth and social justice" also drew attention. In fact, this is the destination of the sustainable development strategy of the capital. During his discussion, Assoc.Prof.Dr. Phan Huy Duong provided a general picture with enthusiastic recommendations, including proposals to pay more attention to vulnerable social groups in Hanoi, for example, the single women raising children.

Professors and scientists at the Socio-economic Panel.

Although covered different aspects of the economic development of the capital, the character of the sub-committees has been clearly expressed during the panel: interdisciplinary nature, and rich multi-disciplinary practices. The main contents of the panel is to exchange, discuss about socio-economic issues; however, all scientists as well as scientists of UEB also consider issues raised from a common starting point which is to formulate strategies for sustainable development of Hanoi.

Therefore, starting with and focusing on economic issue, but as a natural logic, scientists have mentioned the problems of planning and urban management, capital mobilization and the development of economic sectors, environmental reservation and promotion values culture, history, belief and religion… Short-term and long-term proposed solutions for socio-economic sustainable development of Hanoi are in order to create a new developing motivation in the era of high-tech and interlectual economy, enhancing Hanoi’s position in the international arena, deserving the title of Civilized and heroic capital.
