In order to build a professional working environment, it requires the resonance and dedication of all members in an organization, therefore, UEB needs to have clear goals and strategies with systematic and scientific management systems and processes. 

Being aware of its important functions, roles and responsibilities for UEB’s development, the Office of Organization – Personnel has constantly implemented various capacity building programsfor lecturers, staff, promotes the spirit and mission, and devotes itself to following UEB’s development orientation in each stage with key tasks including: Advising on the development and promulgation of management documents (regulations, instructions, plans, strategies, ...) on organizational and personnel affairs of the university; Organizing, inspecting, and reporting on the implementation of tasks related to organizational structure, high-quality human resources development through periodic training activities; Being a focal point for implementing activities to ensure policies, recruitment, assessment, and emulation and reward of human resource.
