Purposes and missions:
Purpose: Based on analysis outcomes of government budget management at administrative agencies under Ministry of Finance, the essay proposes solutions for effective use of government budget at administrative agencies under Ministry of Finance as well as other ones in general
Missions:
+ To generalize the basic rationale on budget and government budget expenditure at administrative agencies
+ To systematize the management and use of state budget spending at administrative sector in accordance with state current regulations.
+ To analyze the status of expenditure and budget management at administrative level at agencies under the Ministry of Finance in order to point out existing issues, weaknesses and related causes thereof.
+ To propose some solutions to finalize the management mechanism and to improve management effectiveness in state budget spending at administrative agencies under the Ministry of Finance and at other administrative agencies in general.
New contributions:
- From the study of management and usage of state budget expenditure at administrative level in some countries, the essay extracts some benefits for Vietnam.
- To analyze usage and management status of state budget expenditure at administrative agencies under the Ministry of Finance to point out the successes, shortcomings and existing problems.
- To propose some viewpoints and solutions to help develop and improve the concerned institution legal system regarding its state fund management as well as at other administrative agencies in Vietnam.
