II. FUNCTIONS AND RESPONSIBILITIES
1. Functions:
The Office of Finance and Planning assists the Rector in
monitoring and managing financial, planning and accounting activities of the
University.
2. Responsibilities:
2.1.
Advising to develop and issue documents (regulations, processes, guidelines,
plans, strategies...) on planning, finance, accounting, development strategies
of the University
2.2.
Organizing the implementation, inspection and reporting on these following
tasks:
- Developing
medium and long-term financial plans of the University
- Acting as the
focal point in building development strategy of the University
- Summarizing and
developing annual missions and budget plan of the University
- Building and submitting to the Rector the financial
allocation plan for each UEB unit and instructing use of allocated fund;
- Inspecting and conducting all financial functions,
including revenue and expenditure; obligation receipts, debt payment,
purchasing, selling and repairing assets; investment activities, fundamental
construction; evaluation of quotations, evaluation of financial contracts,
programs and projects;
- Preparing financial statement in accordance with
regulations of the State and serving the management activities of the
university.
- Preparing publicly financial report according to
regulations of the State, VNU and the UEB;
- Guiding and supervising other independent accounting units
in preparation of financial statements and other financial reports.
- Being responsible for archiving documents and accounting
records in accordance with current regulations;
- Conducting inspection activities and internal audit.
- Proposing solutions for increasing revenue of the
University
2.3 Coordinating with other functional units in
implementing the school's plans and tasks related to the unit's functions.
2.4. Performing other duties as assigned by the Rector.
