II. FUNCTIONS AND RESPONSIBILITIES

1. Function:

The Office of Human Resources provides counsel and support to the UEB’s Rector in planning, managing and executing activities related to human resources of the university.

a) Developing the human resources to meet the strategy and annual plan of the university;

b) Identifying the personnel and working positions to meet the development needs of the University, proposing to the Vietnam National University, Hanoi;

c) Giving counsel on composing and issuing regulations and guidelines concerning organization and human resources;

d) Designing organizational structure, functions, and responsibilities of all units;

e) Conducting recruitment, appointment, assessment and transferring of human resources in accordance with regulations of the VNU and state law; ensuring effectiveness of the human resources;

f) Implementing of emulation, reward and discipline for employees according to State regulations;

g) Collaborating with other offices in planning and conducting training courses for staff, faculty and researchers to enhance qualification for work as well as develop personal capacity;

h) Assessing management positions in each term; considering the appointment, re-appointment and resignation of management positions as prescribed;

i) Implementing wage increase, allowances, pension and other policies for employees as prescribed;

j) Collaborating with Office of Finance and Planning to carry out social and medical insurance for UEB staff;

k) Being responsible for human resource management of the UEB’s independent accounting units;

l) Collaborating with other offices to ensure the internal political missions at the university;

m) Performing other related tasks as assigned by the Rector.
