Workshop "Assessing the impacts of climate change on fisheries and aquaculture in the North of Vietnam"

The authors reported at the workshop
This workshop was held on 12/11/2013, in the framework of project " Valuing effects of climate change on fisheries and aquaculture in the North of Vietnam and proposing solutions to minimize the damage caused by climate change (BDKH-25)" in the state program of science and technology with the key code KHCN-BDKH/11-15 which has been carried out by VNU-UEB's staffs and lecturers.

The workshop was chaired by Assoc.Prof.Dr. Nguyen Ngoc Thanh - VNU-UEB vice Rector to get suggestions of experts, researchers, lecturers for preliminary results of the project.

Dr. Vu Minh Son - Deputy Office manager of Ministry of Nature Resources and Environment, experts, scientists, researchers, strategic partners of BDKH-25 project and VNU-UEB attended the workshop. Representatives for VNU-UEB, Dr. Vu Anh Dung - Vice Rector, leaders of units, students participated in the workshop.

At the first session of the workshop, reports focused on general thematics and methods applied to the project. Dr. Nguyen Viet Thanh (Lecture of Faculty of Development Economics) presented the change-in-productivity approach (CP method). This method has been widely used, especially in assessing the impacts of environmental quality changes.

Report of MSc. Dam Thi Tuyet (Lecture of Faculty of Development Economics) highlighted Vulnerability and Risk Assessment (VRA) cause of climate change to fisheries. The purpose of this method was synthesizing and analyzing researches on risk and vulnerability assessment due to climate change on the fisheries, aimed at building methodological basis to build models climate change vulnerability assessment to aquaculture in the northern of Vietnam.

Beside in order to assessing damage of climate change in capture fisheries and aquaculture, economic evaluated models cause of climate change and benefits transfer method are indispensable. This content was presented in report of Dr. Bui Dai Dung (Lecturer of Faculty of Development Economics).

The report of Dr. Nguyen Dang Mau (Vietnam Institute of Meteorology, Hydrology and Environment) analyzed and evaluated the climate change in Viet Nam in general and the North in particular; construction climate change scenarios for areas in which fisheries were affected by climate change in the North according to climate change scenarios of the Ministry of Natural Resources and Environment.

Discussing on these reports, delegates from the Vietnam Institute of Fisheries Economics and Planning, Vietnam Academy of Social Sciences, Vietnam Administration of Sea and Islands ... pointed out strengths and weaknesses of the reports and suggested additional contents such as avoiding cumulative errors of the database, optimizing input data before running the model...

In the second session of the workshop, reports focused on impact assessment of climate change on capture fisheries and aquaculture in the North. In which, these reports was specialized experts such as MSc. Cao Thi Le Quyen (Deputy Director of Vietnam Institute of Fisheries Economics and Planning), MSc. Than Thi Hien (Deputy Director of Centre for Marinelife Conservation and Community Development - MCD) researched in the northern provinces such as Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh.

The reports indicated the socio-economic characteristics, status quo of capture fisheries and aquaculture in the Northern provinces; and referred to tasks and action plans to respond to climate change in coastal districts, implemented solutions such as: fisheries support policy of province and solutions in science, technology as a scientific basis for building institutions, policies and financial solutions...

In the opinion of experts at the conference, with the locally actual data, the reports had been more convince analyzed and founded conclusion. However, the data need to be more integrated so the project would be more complete.

After a day of hard working and efficiency, the authors had received many useful comments of experts and lecturers, it would help improve and enhance the quality of the project.

The workshop ended successful. On behalf of the board of the project, Dr. Nguyen Ngoc Thanh thanked the partners, participants, experts and lecturers who contributed many ideas for the implementation and content of the project, and expressed a desire to continue receiving the active collaboration of experts, researchers... so that the project could be effective and practical meaning for life.
