The seminar on Public Policy and Development

On September 26th 2014, the UEB’s Faculty of Development Economics held a seminar on public policy entitled mechanism transform and growth model under the chair of Dr. Nguyen Quoc Viet - Dean of the faculty.

Participating in the seminar were experts from institutes, macro research team from Bank for Investment and Development of Vietnam (BIDV) and faculty members and students of the VNU University of Economics and Business (UEB-VNU).

Opening the seminar, Dr. Nguyen Quoc Viet emphasized that the seminars on public policy and development have become periodical events of the Faculty of Development Economics (FDE) and this is an opportunity for experts, researchers and faculty members to share experience and discuss about cooperation on research. The success of previous seminars has confirmed the quality and prestige of the FDE in research as well as organizing a scientific seminar.

Participating in the seminar, Dr. Nguyen Khac Lich (Faculty member) has presented a paper on “resources for economic restructuring”. In his presentation, he has provided the concept and basic understanding relating to economic transformation, growth financing, growth model, transformation resources and assessment of economic restructuring. He also affirmed that the interpretation of the economic restructuring is mostly qualitative. Assessing economic transformation is a difficult task, which requires the clarification of the availability of resources and economic connections. Thus, policy makers should pay attention on the local, regional and national development to review the accuracy and effectiveness; accordingly to bring out necessary solutions to adjust the resources and economic connections.

 

Dr. Phan The Cong presents his paper at the seminar

Asia KLEMS is an Asian regional research consortium to promote building database and conduct international productivity comparison among Asian countries based on KLEMS methodology adopted by EU KLEMS project. Each country has a single delegate to represent their country to build the common data model which required by KLEMS. Dr. Phan The Cong is the sole representative of Vietnam. In the future, the KLEMS database will be provided free of charge to help researchers compare productivity growth of 72 major economic sectors.

Dr. Phan The Cong (Vietnam Commercial University), presented the study on “Evaluation of growth performance of three economic sectors in Vietnam based on the KLEMS model, period 1986 - 2011”. This study is mainly in accordance with the guidance of the EU KLEMS Growth and Productivity Accounts in order to demonstrate the relation between increasing economic productivity and changing technology as well as the technical efficiency for input factors. This is also to determine the contribution of each sector to economic growth. The study described and analyzed the data to determine the changes in productivity, technology and the contribution of the inputs, technical change and economic sectors in the period 1986 - 2011 By the data analysis, Dr. Phan The Cong has suggested several findings and practical policy implications.
Discussing on the two presentations, the participants appreciated the practicality and theoreticality of these valuable research. Some peoples thought that
it should be piloted in several specific sectors to assess the internal effect based on real-time quantitative analysis. Other said that the study on growth model can meet the needs of potentiality of each economic sector and specific markets. In addition, it is necessary to study economic structure to identify the key sectors. Previous experience shows that, a project is preferred to demonstrate its practicality and efficiency as well as developing research capacity.
To conclude the seminar, Dr. Nguyen Quoc Viet gave thanks to experts, delegations and the faculty member for attending the seminar. He confirmed that the meaning of the seminar in providing a forum for experts and researchers to discuss and exchange their research directions. He hoped to continue to receive support from research institutes and UEB partners in implementing further researches or organizing future seminars.
