This is a training program within the framework of Vietnam-France education-training scientific research program through Pôles Universitaires Français (PUF) in Hanoi. The course was held at UEB. The lecture staff of University of Paris XII recruits and teach students. Degrees are issued by University of Paris XII.

This program aims to officers who have the ability to develop and manage international projects in supporting techniques, meeting requirements of international bids organized by non-profit organizations or specialized consultancies. English and French periods help students follow the lessons more easily, continue learning in France after that and have more opportunities to approach high quality jobs in globalization context.
