May 29, 2014, the VNU Univesity of Economics and the Australian Embassy in Hanoi organized the launching conferene of Vietnam Annual Economic Report 2014 entitled the constraints to growth.
The conference drew attention of many leaders and representatives of government and policymaking agencies, research institutes, universities, embassies and organizations in Vietnam and abroad. Many participants are from international donors, associations, businesses, banks and news agency.
Vietnam Annual Economic Report series, since its first debuted in 2009, has becomed the annual publication to summarize the major economic issues in the last year, and discuss the economic outlook for the next year as well as suggest the appropriate policy.

Following the reports in the last years, Vietnam Annual Economic Report 2014 which is entitled “the constraints to growth” points out the conditions to growth of Vietnam economic sectors.
Apart from two chapters which evaluate the world economic situation and Vietnam’s in 2013, the content of 2014 report analyze the specific issues of the constraints to Vietnam economic growth, including the conditions for the restructuring. The report also mentions the financial and currency constraints based on evaluating Vietnam trade banking system by the Financial Soundness Indicators (FSIs). Other parts of the report discuss on the international economic integration of Vietnam with the initial expectations and constraints in energy through energy policy options for Vietnam.
Finally, the report makes general observations on the economic outlook for 2014 and suggests the policy to serve the economic recovery and macroeconomic stability.

At the conference, the report received many comments and suggestions from leading economic experts of Vietnam such as President of National Financial Supervisory Committee Dr. Vu Viet Ngoan, Former President of Central Institute of Economic Management Dr. Le Dang Doanh, Vice President of Central Institute of Economic Management Dr. Vo Tri Thanh, Deputy Chairman of Central Economic Commission Dinh Vang Cuong, President of Vietnam Association for Foreign Invested Enterprises Prof.Dr. Nguyen Mai, etc.
Generally, the experts highly appreciated the major findings of the report and hoped it would continue to maintain and promote its prestige. Dr. Vu Viet Ngoan thought that the report’s on some issues is considered as breakthrough, like the evaluation on decreasing growth, slow restructuring, and the impacts of constitutional reform. Dr. Le Dang Doanh appreciated the reliability of the report and agreed with the assessment that the economic recovery is still fragile.

On the other hand, experts and participants made useful suggestions for the authors to complete report the report. In particular, some people suggested that the report should have further analysis on economic issues such as business merger, review and evaluation on the impact of the stock market. In addition, there are suggestions about updating some socio-economic changes and their impacts to positively forecast economic situation this year. Dr. Vo Tri Thanh said that the author should reflect more about the fluctuation of the world economy connected with Vietnam’s economy.

To close the conference, Assoc.Prof.Dr. Nguyen Hong Son expressed his thanks to the contributions of the experts, the participants at the conference and during the reporting process. He also mentioned the support of VNU, sponsorship by the Australian Embassy and hoped to receive further companionship of experts and organizations in the next reports.
Vietnam Annual Economic Report 2014 in Vietnamese full version includes over 400 pages, expected to be published in early July 2014. The report is updated information and data to the end of December 2013, especially some topical issues are updated until first quarter 2014.

The Vietnam Annual Economic Report is a key product of VNU’s Strategic Research Program called “Economic Theories and Macroeconomic Policy in the condition of International Economic Integration of Vietnam”.
The Report is also part of the package of Independent Economic Assessments funded by the Australian Government’s Department of Foreign Affairs and Trade for the period from 2014 to 2016.
