- Clarifies the objective inevitability of forming the cooperation economy and cooperative, the nature, the roles and the operation principles of cooperative, the premises of performing the cooperation economy and cooperative.

- Assesses the active points and shortcomings of the cooperation economy and cooperative and gives the basic opinions and solutions for developing the cooperation economy and cooperative in Vietnam until 2010.
