KPIs: Innovation of thinking in public management

Participants are Department leaders, district leaders managed by Hanoi Party Committee
The public management system in Vietnam remains burdensome and not fulfils itself, which leads to certain inefficient machines. Assoc.Prof Dr. Nguyen Truc Le - Rector of the UEB has proposed the innovation of thinking in public management with department leaders and district leaders in Hanoi. The above content was discussed in the short-term course on fostering capacity for official at department and district level by Hanoi Party Committee at Le Hong Phong Training School on July 16th, 2019.


 The lectures given by Assoc.Prof Dr. Nguyen Truc Le focuses on three major issues including developing and planning with modern methods, building a set of KPI assessment for public management system and identifying the key tasks following Pareto principle.

 With 17-years experience of studying and working in Poland and England, Assoc.Prof.Dr. Nguyen Truc Le has found the optimal assessment that KPIs brings not only for businesses but also for career organizations and government officials. KPIs helps to control and quantify specific products, a measure of employees’ capacity, and also a motivation for the initiative and creative works. He said that each job must be controlled and reported by indicators and visual charts, avoiding being delayed as well as reported generally like "being implemented", "relatively good" "there are still some minor problems", etc.

In addition, the application of modern methods in planning will contribute to close monitoring and assess the completion level of the assigned plan, aiming to save resources and ensure the completion on schedule. Planning as well as the budget and people must follow key points to select and allocate. Associate Prof. Dr. Nguyen Truc Le takes an example of this theory "In the implementation of women work in a district, the first step is to determine what women's activities are, and activities choice must go with methods and solutions. The solutions must be specific and detailed such as the age, occupation and implementation time. For example, the propaganda about learning must be the group of 18-25 years old, family marriage is the group of 25-50 years old, health care is from 50 - 70 years old, etc.

 Besides, Assoc.Prof.Dr. Nguyen Truc Le shared the Pareto 20 – 80 principle for students, in which he showed that every unit needs to determine 20% of key human sources, financial resources and resources, which is a critical success factor to guide and deploy 80% of the plan effectiveness. The manager himself has to know 20% of his key staff, also constantly foster and supplement young and dynamic human resources who are ready to replace the old generation when they reach the retirement age or work rotation.

 
   Many students expect the course to be deployed to both commune, ward and town managers
 At the end of the course, the participants were very excited with useful knowledge, especially the developing plan skill according to modern methods which greatly reduced administrative procedures and optimized the work effectiveness. Some students want the course to continue implementing with lower levels of management so that the whole political system can understand one language, aim at work goals instead of administrative orders, not understanding each other between public management levels.
