Theories: Study on theory and practice systems for making human resource development of broadcasting field in Vietnam, the status, the characteristics and the requirements of human resources and human resource development, Vietnam in the context of international integration. Specifically, the following issues:

1) Impact of international integration to our country’s broadcasting.

2) The concept and characteristics of human resource in broadcasting field.

3) The human resource in broadcasting field of Vietnam in the context of international integration’s requirements.

4) The study of international experiences and lessons for Vietnam.

5) Status of human resource and human resource development of broadcasting field in Vietnam.

6) The limitations in human resource and human resource development of broadcasting field in Vietnam.

7) The causes of the limitations.

8) The question for human resource development of broadcasting field in international integration.

9) Development strategies and forecasting the human resource needs for the broadcasting brach.

Based on study results, the authors make 5 points and 8 proposed solutions are suggested based policies to develop human resources development in Vietnam broadcasting in the context of international integration as:

5 points:
  1. Human resources development in Vietnam broadcasting in the context of international integration should develop rapidly and reach the regional and the world.
  2. Human Resource Development of broadcasting, Vietnam is the responsibility of the Party and the State, the political system, the entire society, especially of the broadcasting industry.
  3. Human Resource Development of broadcasting, Vietnam must be performed synchronously from the staff training to staff production.
  4. Human Resource Development of broadcasting, Vietnam must be developed in such a comprehensive quality content is the most basic.
  5. Human Resource Development of broadcasting, Vietnam must be compatible with economic conditions - the country's social, practical broadcasting industryand the strategy for human resource developments.

8 proposed solutions:

  1. Develop the developed strategies in broacasting field with the toward modernization, integration.
  2. Innovating organizational model of Vietnam broadcasting which suitable for Vietnam’strend.
  3. Building “model” who works in Vietnam broadcasting brach
  4. Developing "ability and will" for human resource of broadcasting branch
  5. Renewaling methods and contents for human recruiment.
  6. Improving the effectiveness of managing and using human resource.
  7. Upgrading training school for human resources in broadcasting field.
  8. Develop the methods to calculate the marginal labord for Broadcasting programs in Vietnam.
 
4. Recommendation:

1) Based on the 8 proposed solutions which authors proposed implementation date of the following solutions:

  • First, creating a "model" who works in broadcasting fields in Vietnamnam, completed by the 7th Sep. 2015. It will be very significant because this is the 70th years anniversary of the radio’s traditional day and the 45th years anniversary of the Vietnam’s television day.
  • Second, the proposed calculation model marginal workers correlation analysis, the proposed innovation, enhance the effectiveness of recruitment, training, and useing which can immediately apply in the Radio and Television Station. Especially, proposed redefinition calculating wage increases for workers in the spirit of Degree 43 should be implemented immediately.
  • Third, identify the proposed management model in broadcasting fields for our country, broadcasting sectors should propose the Government to consider and amend it on occasion of the XII Party Congress (2016).

2) For the problem of brain drain due to the impact of the market economy and the international integration. This is probably the major problem of the other branches, but for the broadcasting sector, as the author has analyzed itself is still "hot" as well as is still the dream of many people in Vietnam. Indeed, in recent years, this problem occurs not seriously, and not too large to impact on the broadcasting agencies.

3) For that matter human resource development of broadcasting field in Vietnam - specific human resource is working in ethnic languages ​​and foreign exchange. The authors propose the implementation of the general solution in this thesis as well as in the following research projects:

a) The science research project (2007): Development of human resources who broadcast in ethnic languages ​​in Vietnam: current states and solutions by MA. Kim Ngoc Anh.

b) The science research project (2004): A number of solutions to improve their political and professional team working in foreign broadcasting fields in the current period by Dr. Tran Thi Tri, the Voice of Vietnam.

c) The science research project(2007): Demands and capables of receiving broadcasts in minority languages ​​in some northern mountainous provinces of our country by Dr. Prof. Vu Quang Hao.

4) The 6th solution, content 3.4.6.3 "Building cultural values for broadcasting stations" - the authors mentioned the urgency need to build the cultural values​​, the basis for building and core values ​​of cultural values​​as a solution which impacts the development of human resourcesin broacasting agencies.

12. Adaptability in real life:

The thesis can be applied in the Radio and Television station in Vietnam, the training facilities for human resources industry for the broadcasting in Vietnam. Several solutions and proposals thesis has been applied in Broadcasting College II (VOV College), Ho Chi Minh City.

13. Upcoming research’s orientations:

Researching the models of broadcasting Vietnam industry in accordance with the requirements of human resources in the context of international integration.
