On 18th December 2015, at the central hall of the State Bank of Vietnam, the VNU University of Economics and Business (UEB) in collaboration with the Journal of Banking, State Bank of Vietnam and Co-operative Bank (Coop Bank) jointly held the conference under the theme of “The role of banks and implementation of science and technology in promoting agriculture and rural development”.
The conference was co-chaired by the Deputy Governor of the State Bank - Mr. Nguyen Dong Tien; Assoc.Prof.Dr. Nguyen Hong Son - Rector of the UEB; Dr. Dao Minh Phuc - Editor of the Journal of Banking; Mr. Tran Quang Khanh - Chairman of the Board of Management of Coop Bank.
Attending the conference, there were leaders of affiliated units under the State Bank, commercial banks (CBS), universities and research institutes. Representatives of the UEB attending the conference included Dr. Le Trung Thanh - Head of Office of Research and Partnership Development, Assoc.Prof.Dr. Tran Thi Thanh Tu - Dean of Faculty of Finance and Banking (FFB), Dr. Nguyen Phu Ha - Faculty of Finance and Banking, who delivers discussion at the conference.

Assoc.Prof.Dr. Nguyen Hong Son - Rector of the UEB gives the opening discussion
In the opening speeches, Assoc.Prof.Dr. Nguyen Hong Son and Dr. Dao Minh Phuc both emphasized: A large share of state policies targeted at development of agriculture and rural areas (DAR) based on application of science and technology. Under the policy, over the time, the banking sector has gradually expanded its key role in improving credit quality through exploitation of value-chain lending, support of agriculture following the “large rice field” model, simplification of loan procedures, support production and trading activities of agricultural enterprises, enhancement of credit for farmer household consumers, implementation of poverty alleviation loans for the purpose of social security.
The conference aims at discussing the role of banks and application of science and technology in promoting agriculture and rural development, the role of banks in rising funds for DAR as well as providing other banking services for this sector, especially in the context of international integration. The conference also provides a forum to discuss opinions, propose orientations and measures for innovation of mechanism, policies and implementation of the cooperation model to promote financial supply in agriculture and fund access in rural areas, making favorable condition for application of science and technology.

At the conference, Dr. Nguyen Phu Ha - Lecturer of the UEB presented the discussion concerning the positive impacts of bank credit, credit from international organizations, conditions of rural areas and macro-economic factors affecting agricultural production in Vietnam in particular and the Mekong sub-region in general. The discussion also affirmed that contribution of agricultural land in the national land fund is an important foundation for development of agriculture. Governments of Greater Mekong Sub-region (GMS) should manage the land fund effectively. The management and planning of land fund and urbanization needed to get balanced with the development of agriculture and rural areas. Therefore, the monitoring mechanisms of public spending must bring about real benefits to rural areas.
The participants of the conference also discussed and exchanged ideals about: 1) Success and achievement as well as failure and limitation in financial supply and bank services in DAR, 2) Advantages and disadvantages in accessing financial support and bank services in rural areas, 3) Practical application of science and technology to increase the value of agricultural products as well as enhancement of efficiency and productivity to meet the demand of economic integration, 4) introduction of the models and lessons from countries all over the world and other provinces of Vietnam in opening access for financial support and bank services based on application of science and technology, 5) proposal of orientation, opinions and measures to improve the role of banks and technology in development of agriculture and rural areas in the near future.

Moreover, this is the opportunities for the scholars, managers, policy makers and leaders of commercial banks to discuss, propose solutions for government in expanding the role of banks in agriculture and rural development.
